Sewer System Management Plan (SSMP)
The Sewer System Management Plan (SSMP) is a document that all public sewer system agencies are required to develop and implement under an order issued by the State Water Resources Control Board (Order 2006-003-DWQ), and by similar requirements issued by the SF Bay Regional Water Quality Control Board. The purpose of the SSMP is to facilitate proper management of the sewer system (a.k.a. collection system), and in so doing, reduce occurrences of sanitary sewer overflows (SSOs).

Goals; Organization; Legal Authority; Operations and Maintenance Program; Design and Performance Standards; Emergency Response Plan; Fats, Oils and Grease (FOG) Program; System Evaluation and Capacity Assurance Plan; Monitoring, Measurement and Program Modifications; SSMP Audits; Communications Program.
Each of the above elements is discussed in the main body of the SSMP. Supporting documents are included in Appendices A-G.
The SSMP was completed in May 2009 and is periodically updated. SSMP implementation is ongoing.
