Sewer System Management Plan (SSMP)
The Sewer System Management Plan (SSMP) is a document that all public sewer system agencies are required to develop and implement under an order issued by the State Water Resources Control Board (Order WQO 2022-0103-DWQ), and by similar requirements issued by the SF Bay Regional Water Quality Control Board. The purpose of the SSMP is to facilitate proper management of the sewer system (a.k.a. collection system), and in so doing, reduce occurrences of sanitary sewer spills.

The District’s SSMP consists of eleven elements that address the following areas:
Goals and Introduction; Organization; Legal Authority; Operations and Maintenance Program; Design and Performance Provisions; Spill Emergency Response Plan; Blockage Control Program; System Evaluation Capacity Assurance and Capital Improvements; Monitoring, Measurement and Program Modifications; Internal Audits; Communications Program; SSMP Approval and Certification
Each of the above elements is discussed in the main body of the SSMP. Supporting documents are included in Appendices A-G.
The SSMP was originally completed in May 2009 and has been periodically updated. SSMP implementation is ongoing.
