Sanitary Sewer Management Plan
The Sanitary Sewer Management Plan (SSMP) is a document that all public sewer system agencies are required to develop and implement under an order issued by the State Water Resources Control Board (Order 2006-003-DWQ), and by similar requirements issued by the SF Bay Regional Water Quality Control Board. The purpose of the SSMP is to facilitate proper management of the sewer system (a.k.a. collection system), and in so doing, reduce occurrences of sanitary sewer overflows (SSOs).

The District’s SSMP consists of eleven “elements” that address the following areas:
- Goals
- Design and Construction Standards
- Organization
- Capacity Management
- Monitoring, Measuring and Program Modifications
- Fats, Oils and Grease (FOG) Program
- SSMP Program Audit
- Legal Authority
- Communications Program
- O&M Measure and Activities
Each of the above elements is discussed in the main body of the SSMP. Supporting documents are included in six Appendices.
As of May 2009, all portions of the District’s SSMP have been completed and are being implemented.
